Maybe if I didn't select "always" for the "complete action with" dialogue, then I could make it ask me for both apps (default dialer and Voice) every single time, but that would be painful to have to do. That is, you can't complete calls in the default dialer with carrier number and calls in Google Voice over wifi with Voice number. It's as if the two actions are tied together, and you can't do them separately. The strange thing is, I can get Google Voice outgoing calls to work by making the phone always "complete action using" Google Voice for phone calls (when prompted on re-install of Voice app), but then if you use the default phone dialer, it also calls with Google Voice instead of the carrier number, so this isn't a good solution. It's completely reproducible because my mother also uses the same model prepaid Moto E5 Play in a different state, and the same problem happens to her. If I use a different Android phone model or an iOS device on the same wifi network, then this problem doesn't occur. This has also been happening to me for some time now (can receive incoming Voice calls but not make outgoing calls), but only on one particular model of Android phone (Verizon Prepaid Moto E5 Play).
